중국 국가발전계획위원회의 전문위원인 후안강(湖鞍綱) 칭화대학교 교수는 22일 베이징(北京)에서 재정부의 재정과학연구소 등과 합동으로 개최한 '중국 흡연세와 흡연통제 토론회'에서 "흡연이 중국인 건강의 최대 적이며 연초산업이 중국인 건강을 위협하는 최대 공해산업"이라고 규정하면서 엄격한 흡연 통제 정책 마련을 촉구했다. 후 교수는 그러면서 "적어도 '십이오(十二五) 기간(2011-2015년)'에는 중국도 전면적인 흡연 통제에 들어갈 수 있을 것"으로 전망했다.
